I’d say no. If there’s no victim there’s no crime.
You have the right to retain your property – whether it be your vehicle, firearm or life – in the face of coercion.
One might argue that the cutting-off of a vehicle boot is liberating property.

I agree with what you have wrote if the people who are holding your car are the people who claim to be the state, but what are you to do if one day you come out of your house and a car is parked on your property and blocking your path? I think it’s reasonable to push the car off of your property or do whatever you can to get the car off of your property. When the government people do this it has nothing to do with paths being blocked and has everything to do with creating revenue.
