The Video states that Officer Collin Harris only received a written reprimand for causing brain damage to a person in his custody. Had the department not hid the video of the attack and took the complaint seriously the 180 day window would not have passed and Officer Harris would have been suspended indefinably. Even the Chief said this officer should have been fired.
According to the Article
FORT WORTH, Texas – The city of Fort Worth agreed to pay $120,000 to a man who claimed he was abused by police.
Cass Hudson was handcuffed and arrested for DWI charges in 2008. When he was brought into the station, video recorded Officer Collin Harris slamming his face into a wall and then the floor.
Police said it does not appear the officer was provoked and the charges against Hudson were later dropped.
The city offered him $120,000 to settle a lawsuit, which was actually dismissed last Friday in court.
Watch the video above to find out why his mom asked the council not to approve the settlement.
Update: According to a Article Kelly sent us
The Fort Worth City Council voted Tuesday to approve the settlement with 40-year-old Carey Cass Hudson, despite his mother’s plea that it reject the agreement as insufficient.

The settlement wasn’t actually turned down. He received the 120k, but his mother was trying to convince the city council to reject that offer because it wasn’t even enough to cover his medical expenses.
This article is a little more clear about that: http://www.dallasnews.com/sharedcontent/APStories/stories/D9HQ9AG00.html
Kelly thanks for the update and a more recent article. I wrote this a couple days ago and had it scheduled to post today. Both of the articles are confusing though. Did the city just decide to pay him that amount “what it sounds like”, or if he wanted more money why not try to sue with a trial and go for the amount that he is looking for. Either way I will update my post with your article.
Thanks again
Rob
I agree that they are both bad articles. From what I understood between the two articles and the video, there was already a lawsuit underway when the city proposed the settlement. When they had the meeting to discuss the settlement, Cass was unhappy with the amount and stormed out of the room, but his mother signed off on it (she probably has the ability to act on his behalf because of his injuries) because they told her the judge was going to throw out the case altogether for some reason and he would get nothing at all. Seems like after that she regretted agreeing to the settlement and tried to get them to reject it and increase the amount offered.
It does say that the case was actually dismissed, but that could be the result of the settlement, not something that was going to happen anyway.
Can’t the mother sue him civilly? He committed a crime and needs something to be done about it. Poor guy.
I do not understand why this officer was not charged with aggravated battery.
What is the statute of limitations for federal civil rights violation charges? I’m not a big fan of the feds but it seems that this is one of the things they should actually be doing.
Apparently, the statute of limitations for cops is 180 days.
TIME AFTER TIME I SEE AND READ ABOUT THESE INCIDENTS, AND CANT HELP BUT WONDER,WHERE ARE THESE GUYS SUPERVISORS IN THE JAILS?
WHY WOULDNT ALL THE OFFICERS INVOLVED BE CHARGED WITH SOMETHING,ONE FOR THE ASSAULT AND THE REST FOR FAILURE TO PROTECT.
WHERES THE MILITIAS TO REGULATE ON THESE OFFICERS . HOPEFULLY ONE DAY SOMEONE WILL CATCH THAT COP BY HIMSELF AND DO THE SAME TO HIM IF NOT WORSE.
