The real reason for the cops even bothering to run an undercover sting to see if the driver would take tips was not in the interest of public safety; it was in competition for money.
I can see from the cops’ point of view why this can’t be allowed. They can’t have a regular guy getting potential drunk drivers off the road and home safely for free, or for a pittance like a small tip. Such public service by a concerned citizen denies the cops the opportunity to come up with large fines from offenders for the government and doesn’t help the prison industry increase their “holdings” , by which they justify their budget increase requests.
This is much the same reason why the cops arrest do-gooders who put coins into the parking meters where strangers are parked to keep the meters time limit from expiring. The city has a greater interest in letting the violation happen so they can get a hundred dollar fine into their coffers from the chap parked in the stall, rather than just collecting an extra 10 cents from the do-gooder who fed the meter.
