The above instance of brutality involves Officer Ryan Clark, who has been named in the lawsuit alongside the City of Dubuque, as attorney David O’Brien claims that the newest case illustrates a ‘systematic’ use-of-force problem, either because it is being ignored or encouraged by police officials.
Clark was already given a four-day suspension for his use of force and language during the event seen in the video, yet is still employed as an active patrol officer, despite his criminal behavior.
Korey Monhanan is the woman seen in the video. When the officer asks her to step off the bus the woman becomes belligerent and says she “I will punch the fucking shit out of you.”
Clark then asks, “Your gonna punch the shit out of me?” and the woman then begins to verbally back down to de-escalate the situation, but not before Clark can drag himself down to her level by stating-
“Yeah, because, I will fuckin’ destroy you.”
The officer then asks her to turn around and is already forcing her before she can ask if he is “fuckin’ kidding me?” He then slams her face first viciously into the steps of the bus.
He begins to cuff her while asking her, “You wanna threaten a police officer?” in much the same way a high school football linebacker who just shoved a kid into his locker would ask, “You wanna mess with a City High lineman?” Yes, it really is that childish and bully-like.
She then claims she did not threaten him and calls him a “fucking retard.”
Clark then tells her that he is sure that there are witnesses. Another LEO soon comes and accuses the woman of making things worse on herself, right before admitting he has no idea what is going on.
While Monhanan certainly does not incite a whole lot of sympathy with her childish behavior, one would nonetheless expect an officer of the law to rise above such idiocy and act the mature professional adult that they are. But that does not happen. Instead Clark tit-for-tats her juvenile verbal outbursts and one-ups her by committing an aggressive act of violence against the tiny woman.
What a big strong man he must be. I hope he does not have a wife or children, because police officers are four times more likely to abuse their own family, and guys like this are just a kettle waiting to boil over with more violence.
