Cops trying to incite a riot

The Chicago Police Department’s Internal Affairs Division is investigating the video, which you can see in its entirety above.
In the footage, the doors of a Chicago Police Department vehicle are open and a young man in the back seat is shielding his face from view as a group of onlookers are shouting insults and throwing up apparent gang signs to the camera.
At least two officers are in view, and at one point it appears that one officer says to a camera holder to “Get a close-up”.
The specific circumstances surrounding the video are unclear, but historically there have been unconfirmed reports that Chicago police have intentionally dropped off youth in rival gang territory.
Late Tuesday, the Chicago Police Department indicated that they’d received a complaint about the incident.
“In this incident, Department members reportedly demonstrated unbecoming conduct while an individual was in a Department vehicle,” the CPD said in a written statement. “The conduct that is alleged does not reflect the behavior and core values of the men and women of the Chicago Police Department nor our commitment to serve the community in a professional manner.”
The Department said its Internal Affairs Division has been made aware of the allegations and an investigation remains ongoing.
