Off-Duty Deputies Kill Unarmed Man with Disability

Frederick County Sheriff’s Deputies Scott Jewel, Rick Rochford, and James Harris took the life of Ethan Saylor in January of 2013, in an incident classified as a homicide by the Baltimore medical examiner.

Saylor refused to exit a Maryland theater when the movie he had paid to see ended. While removing the man from the theater by force, off-duty deputies used three sets of handcuffs, and according to the autopsy asphyxiated him in the process. Thus far, all three have escaped criminal charges.

Many different citizens’ groups have begun to speak out in support of sanctions against the officers involved, and an ongoing federal investigation may result in charges at some later date.
