Video: Stop and frisk, or getting too frisky?

I am no legal expert, but I have always been under the assumption that a pat down is for the officer to pat the outside of your clothing to protect himself in case you have a weapon.

Note  that he keeps grabbing this person’s genitals and rubbing them, maybe for his own pleasure or maybe he had a tiny gun hiding under his… well, you get the picture,  At 52 seconds it actually looks like a porno movie when the officer starts fondling this young boy. Did he go to far and

1. Violate his 4th amendment rights, and/ or

2: Sexually assault him
