In 2010, the United States Coast Guard told the Philadelphia Gun Club (PGC) in no uncertain terms that it could not shoot over the Delaware river, a public waterway, without a safety zone. The PGC does not have, and cannot obtain a safety zone because it cannot pass an environmental test that is first required.
