In 1901, Joseph Smuchinski was elected Village Clerk of another Chicago suburb—Posen, founded by Polish immigrants.

In the 1920s and 1930s, Joseph Smuchinski served as the mayor (Village President) of Phoenix, a small settlement and Chicago suburb. His name frequently appeared in Illinois court records; for instance, in 1930, he became embroiled in a high-profile political dispute after refusing to comply with an order from Circuit Judge Craig Hood, even facing temporary arrest for contempt of court.
